Timor-Leste now in the offshore gaming business

The strategic move by the island nation of Timor-Leste has resulted in the licensing of a subsidiary of GD Lotto, a prominent online lottery provider.
This initiative is spearheaded by Golden River Universe (GRU), which envisions transforming Timor-Leste into a premier digital marketplace akin to Malta—a trusted hub for offshore gaming, regulatory compliance, and innovative technology. Operating under the auspices of the Inspectorate General of Gaming, GRU aims to set new standards for digital gambling in the region.
As the largest online lottery operator in the country, GD Lotto has established itself as a leader in the sector, holding additional licenses in countries such as Cambodia and Nigeria. The company boasts a robust customer base, reaching players across more than ten countries.
In a significant development, GD Lotto has announced plans to relocate its research and development, customer service, and global support departments from Cambodia and the Philippines to Timor-Leste. This shift not only underscores Timor-Leste’s emerging role in the online gaming sector but also highlights GD Lotto’s commitment to growing its operations in the region.

Timor-Leste, also referred to as East Timor, gained its independence in 2002 after a tumultuous colonization history, including a prolonged period of Indonesian rule. Recently, Timor-Leste has positioned itself strategically by signing a landmark agreement with Indonesia in October 2024. In light of these developments, CEO of GRU, Datuk Harry Ng, emphasized the importance of the new gaming industry as “a platform for national growth,” indicating that Timor-Leste is poised to embrace the global digital economy actively.
Upcoming Land-Based Casino: Expanding the Gambling Landscape
In tandem with the burgeoning online gaming sector, the Timor-Leste government has expressed intentions to open its inaugural land-based casino. A strategic agreement was finalized in February with Asia-Pacific Strategic Investments Ltd (APS) for the development of a $60 million casino resort.
Pending approval, this venture will mark the introduction of the first land-based gaming facility in the Southeast Asian republic, further diversifying Timor-Leste’s gaming landscape and creating new economic prospects for the nation.
