Scientific Games and Random State Approved by UAE Gambling Regulator
In a significant development for the gambling sector, Scientific Games and Random State have each been granted Gaming Related Vendor licenses by the General Commercial Gaming Regulatory Authority (GCGRA) in the United Arab Emirates (UAE). This landmark approval positions these two international gaming technology firms to contribute to the burgeoning lottery market in the region.
With this latest addition, the total number of suppliers approved by the GCGRA now stands at nine, expanding the landscape of licensed operators. Notable previously licensed vendors include leading manufacturers and payment solution providers such as IGT Global Services, Novomatic, and Aristocrat Technologies Europe.
Established in 2023, the GCGRA aims to cultivate a robust regulatory framework for gambling, national lottery operations, and commercial gaming within the UAE. In June 2023, it awarded the nation’s sole lottery license to The Game LLC. Looking ahead, Wynn Resorts secured the first commercial land-based casino gaming license in the UAE, further signifying the region’s commitment to developing a regulated gambling environment.
Scientific Games Capitalizes on UAE Opportunity
Scientific Games, with a presence in over 50 countries, is eager to introduce its lottery products and services to the UAE market. Michael Conforti, President of International Business at Scientific Games, expressed enthusiasm about this new venture, stating, “We are extremely pleased that Scientific Games has been authorized as a lottery supplier in the UAE. Our expertise, honed over 50 years, will aid in delivering high-performing products that will responsibly generate revenue for local lottery programs and initiatives of national significance.”
Random State Celebrates a Major Milestone
Random State, headquartered in Sweden and specializing in real-money eInstant games and custom digital lottery solutions, views its licensing as a pivotal opportunity. “The UAE has the potential to become one of the world’s most dynamic digital lottery markets,” remarked Adam Fonsica, Co-founder and Chief Operating Officer at Random State. “Securing the GCGRA’s trust is a significant milestone for us, and we are excited to launch our gamified eInstants and custom draw games to local players soon.”
UAE Lottery Launch Timeline and Regulatory Framework
The Game LLC, the licensed operator in this endeavor, is set to offer a range of lottery products, with ticket sales having commenced in November 2024. The inaugural draw is slated for December 14, 2024. The GCGRA has emphasized that The Game is the only legally sanctioned lottery in the country, and travelers can partake in two duty-free lotteries—Big Ticket at Abu Dhabi International Airport and Dubai Duty Free.
Last year, the GCGRA indicated that the UAE Lottery “caters to players’ diverse interests and financial preferences.” As a commercial gaming operator, The Game specializes in game development, lottery operations, and gaming-related content. It operates as a subsidiary of Momentum, an Abu Dhabi-based company renowned for its expertise in mobile game development, virtual reality, iGaming, and esports management.
On the land-based casino front, Wynn Resorts is making strides with the development of the Wynn Al Marjan Island Resort. This ambitious project in Ras Al Khaimah (RAK) is a joint venture involving Wynn Resorts, Marjan, and RAK Hospitality Holding, with an estimated completion date in Q1 2027. Located merely 15 minutes from Ras Al Khaimah International Airport and 45 minutes from Dubai International Airport, the resort will feature a sprawling gaming floor, more than 1,000 hotel rooms, comprehensive convention facilities, shopping opportunities, and diverse dining options.
