Illinois Gaming Board Bans Credit Card Use For Sports Betting

The Illinois Gaming Board (IGB) has implemented a ban on credit card usage for funding sports betting accounts, a significant move aimed at promoting responsible gambling practices across the state. Since the launch of legal sports wagering in Illinois in March 2020, sports betting has gained traction, as evidenced by its authorization in 40 states as of April 2025. However, credit card funding remained unregulated—until now.
Current Landscape of Sports Betting Regulations
The IGB’s recent decision aligns with similar actions taken in six other states, including Massachusetts, Iowa, and Tennessee, which have already prohibited credit card use for funding sports betting accounts. This regulatory shift indicates a growing recognition of the need to mitigate potential gambling-related harms.
Insights from the IGB
Marcus D. Fruchter, Administrator of the IGB, stated, “Prohibiting the use of credit cards to fund sports wagering accounts represents a justified and impactful advancement in Illinois sports wagering.” His comments echo a robust trend backed by research indicating that restricting credit card access can encourage responsible gambling behavior and reduce the risks of compulsive gambling. Studies point out that problem gamblers often exhibit a troubling propensity to use credit cards for placing bets, underscoring the urgency of this regulatory action.
Additional Regulatory Changes
In tandem with the credit card ban, the IGB has introduced other pertinent regulations:
-
Cashless Wagering in Illinois Casinos: The IGB has approved amendments to Casino Rule 3000.600, allowing patrons to utilize digital accounts or wallets for placing bets, withdrawing electronic credits, and cashing out remaining balances. These cashless accounts will adhere to stringent IGB requirements, including the prohibition on credit card funding, compliance with the Self-Exclusion Program, age restrictions, and anti-money laundering regulations.
- Record Retention for Video Gaming Sales Agents: An amendment to Video Gaming Rule 1800.265 mandates new record-keeping requirements for video gaming sales agents, aligning them with existing standards for other licensed operators. This measure enhances compliance oversight and strengthens operational integrity.
These regulatory advancements are currently under review by the General Assembly’s Joint Committee on Administrative Rules (JCAR) for public commentary and approval, ensuring transparency and stakeholder engagement in the process.
Commitment to Innovative and Responsible Gaming
Fruchter emphasized the IGB’s dedication to evolving regulatory frameworks to maintain high levels of ethics, integrity, and compliance in the gaming sector. “Our ongoing evaluations aim to refine practices that accommodate the changing landscape of gaming while prioritizing responsible gambling initiatives,” he added.
Additionally, the IGB remains vigilant against unregulated online and retail gambling operators, urging Illinois residents to steer clear of unlicensed platforms, including sweepstakes casinos and offshore operators that may provide unauthorized access to slot machines, casino games, and sports betting.
Following these new implementations, stakeholders in the gambling industry can anticipate a continued emphasis on responsible gaming practices, ensuring a safer environment for bettors in Illinois. By actively addressing gambling-related issues through pragmatic regulations, the IGB sets a benchmark for other states in the evolving narrative of legal sports betting.
