The Hong Kong government is poised to make headway in the realm of legal sports betting, specifically targeting wagers on NBA basketball. Industry insiders anticipate that bettors may soon have the opportunity to place legal bets as the new NBA season commences this October.

During the unveiling of Hong Kong’s 2024-25 budget on February 26, a proposal to permit legal wagering on NBA matches was highlighted. This proposal marks a renewed effort, following a similar initiative that failed to gain traction during the 2024 legislative session. However, with the city grappling with a significant budget deficit, the current environment seems more favorable for the legalization of NBA betting.

The budget deficit for Hong Kong currently exceeds HK$100 billion (approximately £102 million / €124 million / $128.6 million), which is more than double the anticipated shortfall at the start of 2024. While the economy experienced modest growth of 2.5% in 2024, a decrease from 3.2% in 2023, ongoing trade tensions with the United States threaten to further escalate fiscal hardships for the Special Administrative Region (SAR). In an effort to alleviate financial strain, the Hong Kong government has initiated layoffs affecting tens of thousands of civil servants while actively seeking alternative revenue streams. Expanding the gaming sector could prove instrumental in this endeavor.

Harnessing a Billion-Dollar Revenue Opportunity

In his annual budget address, Hong Kong Finance Secretary Paul Chan projected that legal NBA betting could contribute an estimated HK$1.5 billion annually to the government’s revenue. Additionally, such a move would effectively combat the rampant illegal betting activities currently prevalent in the region. The underground sportsbook market alone was estimated to facilitate a turnover of between HK$70 billion and HK$90 billion in the previous year.

At present, Hong Kong residents can legally place bets on horse racing, football matches, and public lotteries, all of which are managed by the Hong Kong Jockey Club (HKJC). The HKJC is expected to submit a formal proposal to add NBA betting to its repertoire in the near future, with discussions suggesting that an agreement could be reached by September. Notably, the 2025-26 NBA season is set to commence in mid-October, making the timing critical.

Concerns Over the Risks of Expanded Sports Betting

Despite the potential financial benefits, the plan to legalize sports betting has drawn criticism from various advocacy groups concerned about the implications for responsible gambling. The Hong Kong Committee on Children’s Rights voiced strong opposition to the government’s proposal, characterizing it as a potentially “disastrous move” that could glamorize sports betting and increase accessibility for vulnerable demographics, particularly youth.

The committee emphasized the importance of not underestimating the detrimental effects of gambling, particularly on children and young people. They cautioned that an expansion of legalized gambling could lead to a broader proliferation of gambling opportunities in the future.

According to the Hong Kong Free Press, before any formal legalization of NBA betting takes place, the government will initiate a public comment period to gauge community sentiment. Should the proposal gain approval, it is anticipated that wagering on sports would be restricted to online platforms only, shaping the future landscape of sports betting in the region.
