MGM’s $8.5 Million Fine: A Crucial Compliance Alert

MGM Resorts International is poised to pay a staggering $8.5 million fine to Nevada regulators following a comprehensive investigation into anti-money laundering (AML) deficiencies associated with two convicted illegal bookmakers.

The Nevada Gaming Commission approved this penalty, marking it as one of the largest fines in the state’s history. MGM has recognized the gravity of this situation and has pledged to reinforce its internal controls by enhancing AML training and implementing robust reporting mechanisms for its frontline employees.

This latest fine follows a previous $7.45 million federal penalty MGM agreed to as part of a non-prosecution agreement, totaling over $16 million in penalties.

Commissioner Brian Krolicki acknowledged that, despite the violations, MGM has cultivated a strong culture of compliance, evidenced by its submission of 46,000 Suspicious Activity Reports (SARs) and the banning of 2,600 customers over the past decade.

This incident serves as a stark reminder of the rapid escalation possible when high-stakes gamblers are not adequately monitored.

Dutch Gambling Market Under Scrutiny

April witnessed intensified enforcement actions by the Kansspelautoriteit (KSA), the Dutch gambling regulator, targeting both licensed and unlicensed operators.

The KSA issued a penalty payment order against Gamusoft for illicitly offering esports betting via csgofast.com. Dutch players accessed the site without proper licensing, resulting in a fine of €280,000 per week, capping at €840,000.

Additionally, licensed operator 711 received a formal warning after one of its ads appeared on a website affiliated with school homework, violating regulations prohibiting gambling advertising targeted at minors.

Separately, Techno Offshore was penalized with a €1.2 million fine for unlawfully providing online gambling under its Nolimitbet and Simplecasino brands, having failed to implement adequate player protection measures.

Russia Targets Online Gambling and Cryptocurrency

As the online gambling landscape evolves, the Russian government is contemplating stringent measures to regulate gambling activities and cryptocurrency payments.

Evgeny Masharov, a member of the Russian Civic Chamber, disclosed to TASS that officials are concerned about underage access to gamified gambling content. Illegal operators, circumventing ID checks, are complicating the regulatory framework for licensed betting entities.

In response, a government task force has been initiated, uniting Roskomnadzor (the nation’s internet watchdog), Rosfinmonitoring (the financial intelligence agency), and the Central Bank. Currently, retail betting shops and a limited number of land-based casinos operate in designated regions, while online gambling is restricted to sports betting. However, with major international brands exiting following geopolitical tensions and escalating sanctions, the underground gambling scene continues to thrive, prompting regulators to enhance their efforts to re-establish control.

The End of an Era for Land-Based Casinos in Sweden

Sweden has officially closed its chapter on land-based casinos, as the Riksdag announced on April 2 that physical casinos no longer fulfill their intended role due to years of dwindling profits and visitor numbers at Casino Cosmopol.

Svenska Spel, which operates Casino Cosmopol under a state monopoly, has confirmed the permanent closure of its final Stockholm location as of April 24. No new licenses for land-based casinos will be granted under the new legislation.

Ola Enquist, CEO of Casino Cosmopol, remarked that the surge in online gambling has drawn players away from traditional venues. While the closure is an emotional transition, he affirmed that it was a necessary business decision.

Approximately 240 employees are affected by this closure. Svenska Spel has announced support measures for the transitioning staff, and Enquist expressed gratitude to all guests and team members who contributed to Casino Cosmopol’s legacy.

Betsson Faces Consecutive Legal Setbacks in the Netherlands

Betsson has received another unfavorable ruling in the Netherlands, as the Rotterdam court mandated it to reimburse over €530,000 to a Dutch gambler colloquially referred to as “Eric.” This ruling stemmed from losses incurred on unlicensed platforms operated by Betsson subsidiaries BML Group and Corona Limited.

The total repayment comprises €385,378 in deposits, €144,622 in interest dating back to 2014, and €5,751 in legal fees.

Deepak Thakoerdien, founder of Dynamiet Nederland—a consumer rights group advocating for the gambler—explained that this ruling highlights that individuals can recover not only their deposits but also accrued interest from illegal gambling platforms, potentially leading to substantial compensation amounts.

Previously, Betsson had applied for a Dutch license but withdrew the application in July 2023 due to extended processing times. Nonetheless, the company aims to re-enter the Dutch market through a planned acquisition of Goldrun, a licensed operator, pending approval from the Kansspelautoriteit, potentially allowing it to rebuild its reputation.
