Brazil full betting licence tally hits 43 as SPA releases latest list

As of today, Brazil has granted a total of 43 full betting licenses, following the recent authorization of eight more companies to operate within its burgeoning legal online betting market.
This latest round of licenses, awarded by the Secretariat of Prizes and Bets (SPA), comes nearly seven weeks after the official launch of the market on January 1st. The initial phase saw 14 operators receiving full authorization, followed by a second batch of 21 licenses issued on February 11th.
According to an ordinance published in the Official Gazette of the Union, this third round has expanded the count to 191 fully licensed brands, further solidifying Brazil’s commitment to a regulated and transparent gaming industry.
EstrelaBet and Notable New Licensees
Among the eight newly licensed entities, EstrelaBet stands out as a prominent player. Also receiving full authorization is F12, which was among the first ten companies to submit its application for licensing. Notably, seven of the eight new licensees had previously operated under provisional licenses prior to the market launch in December. This temporary status allowed these companies to function while addressing outstanding regulatory compliance issues.
In contrast, Hiper Bet previously held a provisional license. Its newly issued five-year full betting license is set to expire on February 18, 2030, while the other licenses awarded on this date are scheduled to conclude on December 31, 2029.

- SEVENX GAMING LTD – Brands: BULLSBET and JOGÃOBET
- BET SOLUÇÕES TECNOLÓGICAS S.A. – Brands: BET.BET and DONALDBET
Expansion of Provisional Licenses
In addition to the full licenses, seven other companies have been granted provisional operating permissions due to court orders. The latest addition to this list is Atlantis Comercio Eletrônico e Software House Ltda, which operates the MetBet, EsportivaBet, and MetGol 100% brands.
Companies that submitted their applications prior to the August 20, 2024, deadline are assured that their requests will be processed before the market’s official opening. However, Atlantis faced delays as it received no communication from the regulator aside from a request for documentation on January 17th. Consequently, a court ruling mandated that the SPA issue provisional operating permissions to Atlantis’s brands.
Notably absent from the list of authorized operators is Betsson, which has until the end of February to fulfill the necessary technical certification requirements to transition from its provisional license to full authorization. This highlights the competitive environment in Brazil’s rapidly evolving gambling landscape, where regulatory compliance is crucial for success.
